Should one get Comparative evaluation for studies outside Québec (Évaluation comparative des études effectuées hors du Québec) done before filing CSQ application?
The Immigration granting authorities in Canada including Quebec make assessment of your Degrees/Diplomas obtained outside Canada before granting you points for the same.
You may have excellent credentials but the assessing Authorities may not know it. So, they may spend a lot of time deciding whether you deserve the points for education / training you are claiming or not. If decision is left to them and they get confused, they may pick the next application to consider. At end of the day they too must show number of cases processed.
This may be one of the reasons your application gets delayed or is rejected.
